The Guide is designed as a reference document to help officials in Government Ministries, Departments and Agencies who are often called upon to develop public policies. It is aimed mainly at civil servants at all levels who are involved in policy development, implementation or review, but can also be of use to anyone who needs to understand the policy-making process in Government. It is useful to the political leaders at all levels of government as a standard of good practice in policy development and therefore, provides guidance and measures to evaluate the technical policy development work of the civil servants.
